"Restart Required" error message keeps showing when installing Trend Micro Security software

You receive the following error message when upgrading your Trend Micro Security program to the latest version:
You must restart the computer to make some system changes take effect before installing the software."
This issue happens when you have an older version of Trend Micro program on your computer.
BEFORE YOU PROCEED:
You may get the message twice during the installation because you need to restart your computer to delete the remnants of your old Trend Micro program. You can proceed with the installation after restarting your computer.
If you get the message more than twice, follow the instructions below:

- Install and run the Remnant File Remover Tool
To use the Remnant File Remover Tool, do the following:
BEFORE YOU PROCEED:
To install this tool, you must log onto your computer using an account with administrator privileges. If you have installed software on your computer before, you probably have these privileges.
Download the Remnant Remover Tool by clicking the download button below::
- Double-click Ti_120_win_en_Tool_TMRemnantFileRemoveTool_hfb0001.exe to run the tool.
- Click I agree on the terms of the license agreement, then click Next.
- Click Install.
- Click OK.
- Restart your computer.
- Install your Trend Micro Security
To install your Trend Micro Security, do the following:
Double-click the installer file to run the installer. If you do not have the installer, click on the download button below:
- Click Yes when the User Account Control window appears.
- Wait for the installer to extract the files needed for the installation.
- Type your serial number, then click Next.
- Read the License Agreement, then click Agree and Install.
- Wait as the program installs, this may take a couple of minutes.
- Click Finish.
- After activating, you will see the main console of Trend Micro Security.
